Finance Manager – Oil & Gas Projects

JOB DESCRIPTION:

The Finance Manager is responsible for managing the financial performance of oil and gas projects by overseeing budgeting, forecasting, financial reporting, cash flow, banking operations, and compliance. The role provides financial leadership to support strategic decision-making, optimise project profitability, and ensure compliance with QatarEnergy requirements, local regulations, and company policies.

KEY RESPONSIBILITIES

• Lead project budgeting, forecasting, and financial planning.
• Monitor project costs, analyse variances, and recommend corrective actions.
• Prepare timely financial reports for management.
• Manage cash flow, working capital, and project funding.
• Oversee banking operations, including Letters of Credit (LCs), bank guarantees, and project financing.
• Ensure compliance with QatarEnergy standards, financial regulations, and internal policies.
• Support contract reviews, tender evaluations, and commercial negotiations.
• Improve financial controls, processes, and reporting systems.
• Coordinate with project teams, auditors, and banking partners.
• Lead and develop the finance team.

QUALIFICATIONS, EXPERIENCE & JOB-SPECIFIC SKILLS

• Bachelor’s or master’s degree in finance, Accounting, or a related discipline.
• Professional qualifications such as CPA, ACCA, or CMA is preferred.
• 8–12 years of finance experience, including at least 5 years in oil & gas project finance.
• Strong knowledge of project accounting, budgeting, forecasting, cost control, financial reporting, and banking operations.
• Experience in contract review, tender financial evaluation, and commercial support.
• Proficiency in managing Letters of Credit (LCs), bank guarantees, and other banking instruments.
• Sound understanding of financial controls, process improvement, KPI development, and financial risk management.
• Strong analytical, leadership, communication, and stakeholder management skills.
